"Managing Solid Waste to Ensure Safety" - Study on Standardized Management of Hazardous Waste Wandong Hi-Tech (Tianchang) Co., Ltd. conducted the "Managing Solid Waste to Ensure Safety" study on standardized management of hazardous waste on April 8, 2020. The purpose of this study is to improve all personnel's awareness of hazardous waste management work, environmental awareness, and self-protection awareness through training, thereby effectively preventing and controlling the harm caused by hazardous waste to humans and the environment, and ensuring personal health. I. Training Participants: 1. Full-time/part-time personnel responsible for hazardous waste management 2. Enterprise managers, supervisors, and hazardous waste management staff II. Main Training Content Basis and standards for hazardous waste storage and labeling (1) Relevant provisions of the "Solid Waste Law" (2) Environmental protection graphic symbols (3) Solid waste storage (disposal) sites (GB15562.2-1995) (4) Standards for pollution control of hazardous waste storage (GB18597-2001) National relevant regulations and hazardous waste management provisions Article 50 of the "Law on the Prevention and Control of Solid Waste Pollution" clearly stipulates: The collection and storage of hazardous waste must be carried out according to the characteristics of hazardous waste for classification. It is prohibited to mix, collect, store, or dispose of hazardous waste with incompatible properties that have not undergone safety disposal; it is prohibited to mix hazardous waste into non-hazardous waste for storage. Importance and necessity of hazardous waste management (1) Hazardous waste refers to waste included in the national hazardous waste list or identified as having hazardous waste characteristics in accordance with the national hazardous waste identification standards and methods. Hazardous waste management refers to the collection, transportation, and disposal of hazardous waste, including accident handling at disposal sites. (2) The types and characteristics of hazardous waste not only determine the harmfulness and pollution of the waste but also determine the ways of its utilization and harmless treatment. Once the types and characteristics of hazardous waste are determined, their hazard level and management methods are basically determined. It can be seen that it is very necessary to classify and manage waste. Responsibilities and duties of full-time/part-time hazardous waste management personnel 1) Master the provisions of national laws, regulations, rules, standards, and relevant normative documents related to hazardous waste, and be familiar with the hazardous waste management rules and regulations, work processes, and various work requirements formulated by the unit. 2) Master the correct methods and operating procedures for the classified collection, transportation, and temporary storage of hazardous waste. 3) Master the safety knowledge, professional technology, and occupational safety protection knowledge in hazardous waste classification. 4) Master the pollution accident prevention measures in the process of classified collection, transportation, and temporary storage of hazardous waste. 5) Master the emergency treatment measures in case of loss, leakage, diffusion, and accidents of hazardous waste. 6) Responsible for timely collection of hazardous waste generated by various workshops (facilities) of the unit and storing them separately in hazardous waste storage facilities according to their characteristics. 7) Responsible for the safety of hazardous waste facilities (rooms), keeping them as far as possible from personnel living areas, production operation areas, and domestic waste storage places, and setting up obvious special warning signs for hazardous waste. Methods and work requirements for classified collection of hazardous waste (1) When collecting, storing, and transferring hazardous waste, strictly classify them according to the characteristics of hazardous waste to prevent mixing, collecting, storing, transporting, or transferring hazardous waste with incompatible properties that have not undergone safety disposal. (2) When storing hazardous waste, strictly follow the protective measures specified in national environmental protection standards. It is prohibited to mix hazardous waste into non-hazardous waste for storage. Different hazardous waste storage sites must be set up with obvious identification signs. Hazardous waste storage should adopt protective measures in line with national environmental protection standards, set up collection and disposal protection facilities for leakage and overflow accidents, prohibit mixing and storing incompatible hazardous waste, and prohibit mixing hazardous waste into non-hazardous waste for storage. (3) Hazardous waste should be placed in storage facilities, and the storage time should generally not exceed one year. Special personnel should be assigned for management, and the special management personnel must inspect the stored hazardous waste every day. The storage site must take measures to prevent scattering, loss, leakage, or other measures to prevent environmental pollution. It is not allowed to arbitrarily dump, stack, discard, or leave hazardous waste. If problems are found, they should be disposed of in a timely manner in accordance with technical requirements. Strictly handle the transfer of hazardous waste in accordance with national requirements for hazardous waste management and the company's relevant regulations. (4) Hazardous waste storage warehouses must comply with the relevant provisions of the "Law of the People's Republic of China on the Prevention and Control of Solid Waste Pollution to the Environment" and the relevant requirements of fire safety. Setting and management of hazardous waste signs Places for storing, transporting, or disposing of hazardous waste must set up corresponding signs, warning signs, and signboards in accordance with the law. The signboards should indicate the code of the stored hazardous waste, hazards, and the start time of storage, etc. Hazardous waste signs must be set up in prominent positions of the storage warehouse. The set signs must meet the specifications, size proportions, and color requirements of national standards.
