Training Conference on the "Law on the Prevention and Control of Environmental Pollution by Solid Wastes" On April 29, 2020, the "Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes" (hereinafter referred to as the new "Solid Waste Law") was revised and adopted at the 17th session of the Standing Committee of the National People's Congress, and came into force on September 1, 2020. To thoroughly implement Xi Jinping Thought on Ecological Civilization and the major tasks of the Party Central Committee's decisions and arrangements on ecological civilization construction, do a good job in the prevention and control of environmental pollution by solid wastes in accordance with the law, effectively improve the company's environmental management level of solid wastes, and promote the fight against pollution prevention and control, on September 12, our company organized a training and publicity meeting on the new "Solid Waste Law". At this meeting, Liu Jianrong, leader of the company's hazardous waste pollution prevention and control working group, and Yao Nengping, deputy leader, put forward the following points: 1. We must profoundly understand the important significance of the revision of the "Solid Waste Law". The new "Solid Waste Law" has established a new pattern for the prevention and control of solid waste pollution, further improved the regulatory provisions on solid wastes, especially hazardous wastes, effectively filled the gaps in the legal liabilities for the prevention and control of solid waste pollution in the current law, and further increased the penalties and crackdowns. It fully reflects the important measures to improve strict and rigorous ecological and environmental protection legal systems to achieve improvement in environmental quality. All relevant enterprises and units must effectively raise their political stance, change their understanding of the importance of strengthening the standardized management of solid wastes ideologically, take the initiative to assume the basic main responsibilities of enterprises, and adhere to abiding by the law. 2. We must strengthen the study of the law, strictly abide by and enforce the law. The new "Solid Waste Law" has made strict regulatory requirements for all management links of hazardous waste producers and operating units. Relevant personnel in various positions of the company need to study together collectively, strictly abide by various requirements stipulated by the law, and truly understand, respect, and abide by the law. 3. We must strengthen the company's environmental safety management and promptly eliminate potential risks. We should fully learn from the lessons of several recent environmental safety accidents involving hazardous wastes in China. All relevant enterprises, especially hazardous waste operating units, should carefully carry out environmental safety hazard inspections and self-inspection and rectification, strictly do a good job in the classified collection and standardized storage of hazardous wastes, formulate operable emergency plans, standardize emergency drills, etc., earnestly fulfill various and safety responsibilities in the links of hazardous waste generation, collection, storage, transportation, utilization, disposal, etc., and improve the company's ability to prevent environmental risks.
